2045 Comprehensive Plan Approval Postponed by Tullahoma BOMA

By Katie Northcott, News Director

At its meeting on Monday, Feb. 23, the Tullahoma Board of Mayor and Aldermen (BOMA) voted to postpone the proposed 2045 Comprehensive Plan.

The plan is meant to provide a guide for the development of Tullahoma over the next 20 years. It was last updated in 2011, but work began in 2021 to update the plan. The Community Plan Development Committee has been working on an updated document for several years. Their proposal received a positive recommendation from the Planning Commission at its meeting on Dec. 15, 2025.

At the Feb. 9 meeting of the BOMA, the plan passed on its first reading with a 6-1 vote (Alderman Jerry Mathis opposed). The members of the BOMA agreed to send any recommendations they had for amendments to the plan to the Planning Commission individually on their own time ahead of the plan’s second reading.

The plan did not appear on the agenda for the Feb. 16 meeting of the Planning Commission. However, the Tennessee Department of Forestry funded a study of Tullahoma to find the most optimal places to plant trees in the city to provide shade for residents. After the Planning Commission meeting but prior to the BOMA meeting, Alderman Matthew Bird asked for those findings to be reflected in the plan.

At the Feb. 23 meeting, the plan came before the BOMA for its second and final reading.

Alderman Kurt Glick made a motion to postpone the second reading of the plan so that the members of the BOMA could think about amendments they wished to propose. Glick said it would be proper, in his opinion, for the BOMA to vote on proposed amendments before sending them to the Planning Commission.

“The law about adopting a comprehensive plan is [Tennessee Code Annotated] 13-3-04,” Glick said. “The amendments are supposed to be from the legislative body, not from individual members.”

When pressed by Mayor Lynn Sebourn, Glick agreed that members of the BOMA could send proposed amendments to the Planning Commission individually, just like any other citizen. However, Glick said that the recommendations would carry more weight if the BOMA voted on them.

Glick’s motion to postpone passed with a 4-2-0-1 vote (Sebourn and Alderman Matthew Bird opposed; Alderman Busch Thoma absent).
