At its meeting on Monday, Feb. 16, the Manchester Planning Commission approved a site plan for an 18-town-home development on Hills Chapel Road.
Newly appointed planning commission member Paul Thornton raised concern about traffic on Hills Chapel Road.
“I can tell you, right now, Hills Chapel people are thoroughly upset with what’s going on,” Thornton said. “People are getting tired of rental houses because that road … is horrendous.”
Manchester Vice Mayor Mark Messick responded to Thornton, saying that Manchester residents might support the growth because it could help make housing more affordable.
“A lot of people can’t afford to buy a house. They need a place to live, too,” Messick said.
Chairman Mark Williams said that the purpose of the commission was not to decide whether city residents wanted someone to develop their land but whether the site plan met city planning and zoning regulations. The lot is currently zoned for high density residential development.
Planning and Zoning staff had some concerns about sidewalk design and whether the city’s sewer system could support the development. Staff said there is a sewer line that runs near the property, but they are unsure whether it is a private line or public line. If it is a private line, connecting the new development would require an easement and might overburden the line.
The Planning Commission unanimously approved the site plan with the condition that the developer will address staff’s concerns.
