Tullahoma City Administrator Sues City and BOMA, Alleges Breach of Contract

By Katie Northcott, News Director

Jason Quick, the Tullahoma City Administrator, has filed a complaint against the City of Tullahoma and the members of the Tullahoma Board of Mayor and Alderman (BOMA) for breach of contract.

The complaint alleges that BOMA has twice breached Quick’s employment contract. The first alleged breach is that BOMA is exploring the possibility of employing an outside Human Resources (HR) firm.

At a Special Called meeting on Nov. 20, BOMA voted to put out a Request for Proposal (RFP) for an outside HR firm “to (1) receive employee complaints and grievances as a final step in the process outlines in the City of Tullahoma Personnel Regulations, and (2) give advice on other non-disciplinary HR functions that may be provided by the HR firm to assist city HR staff.”

On Tuesday, Jan. 27, Peterson Media Group reached out to the City of Tullahoma to inquire about the status of the RFP. City Attorney Brittany Hoskins said that BOMA had not decided whether to take further action on the hiring of an outside HR firm. She said if BOMA made a decision about how to proceed, that decision would be made at a public meeting.

The second alleged breach of contract occurred when BOMA failed to approve an organizational chart presented by Quick at a BOMA meeting on Nov. 10, prohibiting Quick from creating an HR Director role.
